CIC Green Product Certificate Pilot Scheme 2.0
|
Introduction
The CIC Green Product Certification Scheme currently comprises 28 product categories in order to conduct a thorough environmental impact assessment of different building and construction materials/products. The Council continuously encourages industry stakeholders to adopt green products in Hong Kong’s building sector and consults the industry on setting professional and applicable assessment criteria. Applicants may provide suggestions on the assessment criteria to make it fulfill the statutory and green construction materials requirements. The update will be reported to the committee members including the government departments, developers, industry, professionals, product designers and manufacturers. The review of the existing scheme has been completed, and the Council has devised the CIC Green Product Certification Pilot Scheme 2.0.
Details
There are two stages of the Pilot Scheme and each will cover three different product categories. Stage one covers LED Lighting, Cable & Wire and Air Handling Unit (AHU), while product categories of stage two are Cooling Tower, Water Pump and Wall covering. Five quotas are set for each product category on a first-come-first-serve basis for each application. Applicant is allowed to apply once for each product category.
The registration period for stage one is from April 1, 2021 to June 30, 2021.

Launch of the CIC Green Product Certification
|
An announcement of the unification of the Carbon Labelling Scheme (CLS), administered by the Construction Industry Council (CIC), and HK G-PASS, managed by the Hong Kong Green Building Council (HKGBC):
The CIC Green Product Certification, the new brand of the unified scheme, will be the leading building and construction products / materials certification scheme serving the Hong Kong construction industry. The scheme is owned by CIC and operated by HKGBC. The overarching objective is to have a comprehensive scheme taking into consideration of a wide spectrum of aspects such as carbon footprint, greenhouse gases emission, energy / water efficiency, recyclability, and minimal use of irritating, harmful and toxic materials throughout the products’ life cycle. This scheme will better enable building and construction practitioners in making informed decision on selection and procurement of products and materials with minimal environmental impact. The ultimate aim is to transform Hong Kong into a greener built environment.
Through the schemes unification and joint force between CIC and HKGBC, we will maximise our resources to lead the CIC Green Product Certification into a new era as the prime products / materials certification standard in the Hong Kong construction industry.
In order to provide a smooth transition, the unified scheme will enter into a transition period lasting from now until end of December 2019. The terms, conditions, assessment standards and incentives of certified products remain as they are so as to provide continual support to committed supporters of the CLS / HK G-PASS . During the transition period, the CLS and HK G-PASS’ logos and certificates can be used concurrently. Starting in 2020, they will be phased out and replaced by the CIC Green Product Certification. |

Revolutions in paints and coatings - GECA launched new paint standard
|
The original GECA 23-2005 Architectural and Protective Coatings standard was replaced by GECA’s Paints and Coatings standard, in which the new only covers water based architectural paints (both interior and exterior), student and artists paints, and other water based coatings.
According to GECA, statistics supported that organic solvents based paint will typically release higher content of volatile organic compounds (VOCs) into the surrounding environment. Solvent-based paint also contains around 50 per cent more embodied energy than water-based paint.

EU looking into wider aspects of green building
|
The European Commission is gathering views on how to reduce the environmental impact of buildings. Buildings use a large amount of resources when they are designed, built, used and demolished, and their impact on the environment, energy consumption and climate change is significant. Improving construction techniques is therefore important to help Europe become a more sustainable economy.
The environmental impact of buildings go beyond energy consumption for heating, cooling and lighting. In the EU, buildings account for:
- 42 % of final energy consumption (during their use phase)
- 35 % of greenhouse gas emissions (during use phase)
- 50 % of all extracted materials are used in building (construction and use)
- 30 % of water consumption (during construction and use)
- 30 % of total generated waste (during construction, demolition and renovation)
However, existing EU policy initiatives in the area of environmental performance of buildings, mainly target the energy efficiency. Instead the Authority is looking for policies on resource efficiency at a wider range of resource use and environmental impacts, across the life-cycle of buildings.
Contributors are asked for their views on the main environmental issues for the buildings sector, availability of data, systems to assess and communicate environmental performance of buildings, how to stimulate demand, and how construction materials could be used more efficiently.

People demand more info about green product
|
According to a survey conducted by the European Commission, people are changing their purchasing habits and buy more environmentally-friendly products, but many feel they lack information and distrust manufacturers' environmental claims. The survey on the "Attitudes of Europeans towards building the single market for green products" indicates that more than three-quarters of respondents were willing to pay more for environmentally-friendly products if they were confident that the products are truly environmentally-friendly (77%). However, only slightly more than half of EU citizens feel informed (55%) about the environmental impacts of the products they buy and use. |
